Looks like a contemporary (circulating) counterfeit to me.

Tons of these were dumped into the Pacific Ocean by the order of the US Government to avoid capture by the Japanese. This might be one of those coins.

There are many example coins from dumped to Pacific Ocean found but not as this.

Is there possible this coin was trial strike on lead?
