Looks like 037 on coppercoins but not sure; doubling on the L in Liberty. Appears that the reverse marker is there.

It maybe from the same dies. I see three events that might match up:
1. The doubling under the "L".
2. The over polishing of the upper roof of the right of the building.
3. The die distortion between the 96.
But I didn't see the die scratches I tried to line up. Your coin and the example from coppercoins shows a different pattern of die scratches. It would be nice to find an pair of die scratches that match. (even fading die scratches) The best place to check is near devices. In side the bays of the Memorial or next to devices. You might check for these. Then you would know for sure. (the second point I mentioned could happen on many different dies so I question this one as an exact marker)

I couldn't find anything significant on the reverse but the following photos show obverse marks that are on all three of the coins I have.
