don't think it's a pen...if that's what you mean.....inhand, it totally looks like it's part of the coin & not put on there....

The horizontal lines on the reverse are die scratches. The angled one in the third bay is part of a clash. The angled one on the lower right side of the Memorial is a die crack. The lines through LIBERTY are die scratches. A lot of clashes happened on the 1983 cents and the over polishing did its toll on these dies. The fields were altered several times to cover clashes that happened over and over. A lot going on with your coin, but nothing of great interest though. pretty common events for this year)

The 1983 year were probably the most common to find these errors. But the 1984 is probably having the same thing happen. But the 83's were more noticeable on that year.
