One oddity about some of the 1995-D Lincoln Cent doubled dies is that the mintmark is doubled as well. This is not a RPM, but a function of the mintmark being placed on the master die. So, the working hubs also had the mintmark and if the hubbing went a bit wrong, then the D mintmark would show the same type of doubling as the date.
It not a RPM. RPMs stopped in 1990/ The design is on the dies since then. Last year for the RPMs is 1989.If the mint marks are doubled after 1990, then they would be a doubled die.
