The toning makes the grading a bit more challenging, but I'd say EF-40. (The fact that these are often weakly struck also complicates assigning a grade.)

Regarding value:

Retail
VF: $60-70
EF: $80-90

Wholesale:
VF: $50-55
EF: $68-75

Possibly XF, but likely dipped and retoning. I think it lost a lot of eye appeal due to the dip.
