I have a us $2.5 Indian gold coin that I need graded, can I submit it under the regular pcgs service?

PCGS' Regular Service is good for coins valued up to $3,000 so you're fine.

I've talked to a pcgs rep about this and they said you can submit any coin at the lowest level but it will only be insured while in their custody for the max under that teir. So if you send in a $1,000 coin under economy it will only be insured for $300

Gold coins cannot be submitted "Economy" regardless of value. It clearly could not be submitted as Modern either. Regular service is the lowest tier under which this coin will be graded by PCGS.
