That looks more like damage from a machine. It would be odd for half of a digit to be filled in while the other half is full. I have been wrong before.

 Knocked off its rocker. Think I see a divot just below the device that runs in line with the device and parallel with the rim. Just a thought. Thanks, Doug. edit: better wording I hope.

Probably a vending machine damaged coin.  If it were a coin wrapper, the damage would have been closer in towards the center a bit more.

Something like this doesn't pass the "How could it happen at the Mint?" test. Given that you can't move a hole in a die once you've dug it - which is what had to happen for that digit to shift - it's obviously postmint and one then shifts their attention entirely to postmint causes.
