The photo does not show the coin being cleaned, but it might look different in hand. I would grade the coin at VF 30.

It looks like it's been dipped. There are what appear to be tell-tale remnants around the stars and date. I'll bet it was very dark at one point. Still an acceptable circulated example in my opinion. VF-30.
