Hub doubling only shows on one side of the devices. Your coin shows it on both sides. So it is an issue with the die being over polished. If it were on the bottom of the devices, it might be Die Deterioration, but the other devices would show this as well. Thus the field was over polished lowering the field, making it raised on the coins struck. Which seems weird as there is no clash outline for that area. So it much have been an issue with the die that the need to polish it removed part of the field.
