Pretty sure its a rpm, although it doesn't quite look like 001 to me however I do not know this series very well so best to lwait for one of the experts to chime in.

I am a bit confused by Wexler's descriptions: Is his WRPM 1960-D-001 the one he has cross referenced with CONECA RPM #6?

Wexler has a 64-d cross referenced to a rpm# 6 but I don't see a 60-d referenced thus. The OP's coin is a 63-d by the way

This one looks like MD on the mint mark. Note how the bottom edge is normal in size, and reduced on that area.

The Wexler coin (#6) loos like there was a full "D" to the east that is now partially blocked out because of die polishing that removed most of the RPM, but we still see the lower corner and part of the upper and lower curve of the RPM.
