I bought a lot of quarters ('64-'72 BU) and this one
shone differently as compared to the other silver coins.
I picked up the loupe and it is frosty all over. I have
see this frostiness on older dollars but not on a newer
coin. Is it fresh dies that struck this coin and gave it
a frosty lustrous look? Take a look and all comments
welcome.

Could have used dies that were originally intended for production of proof coins, but the field were not polished, because the dies were not good enough.

But I don't think so.

a frosty coin with this kind of luster(unless the coin dies purposely have a matte finish to begin with) are struck with older and more used dies that have striations causing a lustrous cart wheel effect and a frosty appearance.

a fresh die unless purposely given a matte finish on purpose will have mirror fields because no striations from use have occurred yet.

circ . strike quarters from the 60s are cool because you can find them from ultra heavy cameo(mega fresh newly installed dies) to shimmering with frost(older dies) and every thing in between. just wanted to add that : ).
