could you take a better less glary picture of the top part? It looks like a DDR or simple Machine Doubling. Can't tell from your pictures

It's not the die - it's the coin that developed the gas bubbles. The weakness in the top of the design is very normal, as is the die polishing.

Lets see if this pic is any better....I see 3 die chips...one on the top left corner of the Memorial, one on the 10th column and one on the 9th column....I see what looks like double-die lines but I am not sure if it is from die deteriation or actual doubling.

Gas bubbles - not die chips.

1982-1986 period reverse. My best guess would be 1985 or 1986 - Philly mint.
