I'm not much of an error guru but, it doesn't look right to me either, the cut seems too 'long'.

I'd say no as well. I've never seen an indent strike where the coin was mis-shapen like that on the opposite side of where the extra piece was at the time of striking.

Just a thought, but could it have been an other countries planchet that went though the minting process. Could have been partially clipped, just can't figure out why the queens side is so sharp.

I am far from dismissing this one, I think it is most likely a true error. I cant put my finger on it though...hopefully we get spp-ottawa and some other geniuses in here soon....
perhaps the second planchet caused a collar failure resulting in an odd shape and weakness in places? the weakness does not say post mint to me....

Is this is an authentic error coin it rather demonstrates the challenge a potential owner might face. Because of the prevalence of fakes, scepticism runs high and everything out of the norm is naturally questioned.
A couple of reasons I'd guess it's indeed some type of mint error - the seller certainly is not of the fly-by-night type and it's not listed as "Buy it now, one of a kind!!!" with an asking price in the thousands of dollars.
Just curious, is there any grading company that validates unique error coins? Obviously not all error coins can be assigned an accurate grade.

The thing that makes me think it's not PMD is that it is obviously smaller than a Canadian penny planchet. The ideal that another penny could have been struck on top of that is good, cause that would explain why the Queens side is so defined. Just a thought
