well I hat my scale because it only weighs to the tenth but I weigh a regular one and it bounces between 3.0 and 3.1
this one is bouncing between 2.9 and 3.0 ?

What is a tapered planchet and are they worth anything ?

If the rollers that create the sheets from which planchets are made are out of alignment, then the metal will be thinner on a portion of the metal and following that, some planchets will be tapered.

I'm not sure that is what you have.

It looks very much like a very worn die. That mess under the portrait makes me think the die was about to crack apart. But, I'm just guessing....

I suppose all error coins have some premium value. But I'm not sure that worn dies and die cracks count for much. Fun to find but not valuable.

Still -- yours is interesting because of that mess under the portrait.

Ok I think I understand that been trying to look up picture so I could see that . but looking at the sides it looks normal. But the weird thing is it looks smashed at the top of obverse but it is a BU coin.

It could very well have been smashed. A lot of coins leave the mint with Post Strike Damage and plenty get pulled from circulation by collectors, so that may be what happened.

Still that mess under the portrait makes me think it was more than just smashed.

I agree with Bio. Tapered planchet. Not how the same area is affected on the opposite side of the coin? The weakness is showing on the rim areas.
