For US currency I would agree since the serial number can be as high as 99,999,999. But for Canadian currency I would NOT agree (at least in this case) since the serial number can only be as high as 9,999,999. I think under 100 is correct.
Welcome to the forum. Less than 1000 is considered low by many people, but numbers are much more desirable if they are under 100. Still a good circulation find nonetheless. Hard to tell what the condition is but still a keeper.
