For US currency I would agree since the serial number can be as high as 99,999,999.
But for Canadian currency I would NOT agree (at least in this case) since the serial number can only be as high as 9,999,999.
I think under 100 is correct.

Great catch, I've had very good success with any note below 1000 myself. If it's uncirculated it will sell well. IMO

Welcome to the forum. Less than 1000 is considered low by many people, but numbers are much more desirable if they are under 100. Still a good circulation find nonetheless. Hard to tell what the condition is but still a keeper.
