Does it have any cartwheel luster?

Your pictures are so good I think it's taking away from the coin. It looks a bit dull which lead me to AU. However, this is a weakly struck Lincoln, this year can be a little soft. When evaluating these, first look at the shoulder. That area of the die requires the most metal to fill it. If you see a lot of marks (from the planchet), that indicates the die didn't fill well. The more "scratchiness" you see there, the weaker the coin high point details. You'll also see it on the reverse O in ONE.

This coin shows both those features prominently. The jaw, the cheek, temple, and hair above the ear (high points) did not fill the die either - due to lack of enough metal.

The "mint state" thing I see is the wheat stalks. They are sharp, no indication of wear on the kernels. Those are easy areas for the die to fill - small and opposite the obverse fields. A great indicator of wear!

The only way to really tell if this coin is AU is by the LUSTER. It should cartwheel well with little interruption. If there are breaks, it's an AU coin.
