I agree with you that a manufactured error is NOT an error at all, since it was created with intention. However, as you say so yourself "most likely" forged by a mint worker. Without the proof to deny the grade because of a forgery, I don't think it should be done. Wouldn't you hate to find an extremely rare error that was in fact legitimate and was denied a grade under the assumption of foul play?
It's difficult to be certain, but it comes down to buyers choice to purchase or avoid.
Agreed with SilverStackerKid as well, at least list it as possible mint assist for a "buyer beware"

Hey, there are 90% gold Indian Head cents out there, most likely mint-assist, but tell me you wouldn't love to possess something **different** than what every collector has?

Was this the safety deposit box find where the 2 11 cent dime/cent mules were found? Were the others in the find impossible mint errors mostly too or am I getting stories mixed up? Either way, while a part of me likes it a lot and thinks its neat the other part thinks the only reason these are legal is the state wanted it so so they could sell it and if you or iI sent it in to the secret service they'd be deemed illegal and taken most likely.

I think that if the mint issued it , meaning the coin left the mint through the proper channels and not smuggled out, then it's a legit coin . If a coin is different in some way , variety or error , purpose made or mistake , that it has made it out past whatever quality control the mint has and been issued then the game is on and it's legit.

Just think about it. NGC gets a fake error submitted. They can either pay shipping to send it back OR they can grade it get $$$. I'm gonna guess they went with option 2.

Garbage like this so called error, is really not much better than the rampant Chinese counterfeiting currently in the hobby.. a lot of this stuff was occurring in 1969 to 1971 period in both Canada and the USA. There are many "impossible " combos from this time.Another beauty is the 1970 Canadian 25 cents struck on a German gold 20 Mark.................... Ya ......very likely......NOT. Maybe th US government should pursue these so called errors with the same gusto as the Langbord 1933 Double Eagles.

I definitely believe some crazy legit errors do get out there(like a washer falling in the planchet bin) but I also believe it's those errors that inspire the workers to do things like this.
