The arrows on the reverse are showing die scratches. They run behind the devices. (die scratches usually appear on the fields of coins and behind the devices as the fields are the outside part of the die. So the fields are polished, not the deeper devices) The one on the second "T" on STATES might be a coin scrape. Not it runs over the rim. (if it stopped before the rim, then it might be a die crack)
