Found this a couple of days ago in a circulated bank roll and am wondering if it meets criteria for a 1970-D RDV-002? And is the fullness of the flame the only way to tell the difference between the two different strikes? Thanks.

Yes that is the 68-s proof reverse. Nice find . The hard one is the 1969 with that reverse.
The flame is such a great pickup point that I haven't looked for a further one.

Thanks all. I just learned about these a few weeks ago - so started looking for them. The 1970-D is said to be the easiest to find; next the 1970-P. The 1969-P is the tough one.
