1940 Lincoln Cent Error?

I was looking through my small tub of Wheat Cents looking for Errors that I may of missed. I was looking at a 1940 when I saw something. I am not sure if it is a double die or a die chip or something else. The error appears on the 9 in 1940. Any Ideas?

Hi YLC, I believe it is PMD (Post mint damage)
I think the 9 got hit somewhere along the road from 1940 until now.
