so, I was looking at my 1970 mint set and I found the reverse of the 1970 D was struck so weakly that there are several things that did not come out onto the coin, most obvious to me is the E Pluribus Unum is missing almost the entire last word with a weak "m" left

Is an excessively weak strike even considered an error?

Struck through grease. Nice find! The rims are very well raised so that indicates a full strike.
