I am puzzled by this coin. Anyone know what this is or what it is called? I think it is an off center that caused the In God We Trust to be raised a bit. Any help/advice would be greatly appreciated!

These are common, especially in the 1980's, I see them all the time. It's not an off center cent. For it to be called such, some of the devices/details need to be cut off and some of the planchet shows.

That ridge is a form of Die Deterioration found on Zincolns, very common.
