Welcome to CCF! I think need to clean your lense or buy a new one. Unless that is a case/plastic the coin is in, it looks like your camera is focusing on the dust and scratches more than the coin

 I can see the doubling, but to say for sure what it is, we will need more photos. Maybe get one of the whole coin and some close ups of other areas.

Wow everyone thanks for the prompt response. I do not know how to shrink my hi def photos of you give an email I'll drop in pics. There is quite a bit of rolling doubling worthless especially on liberty. But the obverse of this penny is not finished. The front is shiny copper finish. I have compared the reverse to some wreckers pics from doubledie I think. This has all seen doubling but so much going on it is hard to see die markers. I have a mainly circulated lot but this is fire shiny on front. Maybe due to high copper. Heavy heavy doubling on all devices. VDB visible. Lots going on. Appears to be a lightning bolt of n or clash from back next west from honest Abe.

Going by that pic is looks like PSD. It looks like it was rubbed or scraped like a coin counter/wrapper damage. John1

Very interesting , from what I can see your coin appears to be very late die state. That's dependent on those ripples being in relief of the surface and not scratches into the surface. Quite an interesting coin

 Hello here is the reverse. The o in one is noticeable doubling more than any examples I've seen

There are more than a couple dozen doubled die obverse varieties for 1945. We need clearer photos if at all possible. Can you remove the coin from the holder and try again?
