I have been slowly picking up the modern proof dollar commemorative
dollar coins, because I have most of the UNC dollars.
I keep running into these, and wonder if I should pick one up.

2011
September 11
National Medal
Coins.

I see them on the shelves with the Commemorative dollar.
So .. I am curious if other include them into their sets?

Very cool Medal .. and a worthy addition to any set.

IMHO ... not a member of the denominated Commemorative set.

Most medals are, by their nature, commemorative.

I had the same thoughts not too long ago because I kept seeing them on ebay. I do remember seeing them being sold on the US Mint's website in 2012 and thought they were too expensive.

I stumbled upon a Buy-It-Now listing for the P & W medals in OGP for $49. I couldn't pass it up.

They have fairly low mintage's (W = 95,190; P = 61,664) and struck in .999 silver.

If you can find a sweet deal, go for it.

Most collectors probably would not consider it part of a commemorative set. There have been other similar medals in the past. There was a four coin wildlife set a few years ago and a Ben Franklin Firefighters medal in proof and unc minted on silver eagle planchets in 1988 (if memory serves) and also a bronze silver and gold space set also in 1988. That said, nothing wrong with getting one if you like it.

They are nice but I wouldn't consider it part of the commemorative set.
