Looks like it has glue on the Obverse, what ever it is, it didn't come from the mint like that in my opinion...

Yeah, it's glue or some similar substance. The reverse side is just damaged.

Probably Elmer's glue. (the coin was pulled away from a second coin, leaving the glue residue) Note the devices in the glue are mirrored.

This reminds me of when I was a kid... I used to let a thin layer of Elmer dry on both palms and fingers then peel it up like I was taking off skin. I also would glue coins to my hands too to watch them peel off. Weird kid stuff I haven't thought about in a while that this post brought rushing back for some reason

We used to take aluminum foil and press the foil on a coin making an imprint. Then put Elmer's glue in the foil, let it dry an copy of a coin. (only made one side) We thought it was neat looking) Never tried to spend it though. We knew better.
