I found a 1964 ICCS MS-63 coin on ebay I would pay all of CAD$12 for. (That would be melt value)

The striking and lack of marks makes it a technical MS-63 but the oxidization (toning that isn't attractive) really should have been somehow factored in.

Here is another coin with the same grade, that I feel the majority would go with given the chance to choose between these two specimens.

I guess you cant take marks off a grade for not being easy on the eyes as that is really subjective but should ICCS maybe add something to the label or data base like "unconventional" or something?

Eye appeal may not get factored in on the grade with ICCS, but I've noticed at major auction (not ebay) that the better looking coins with the same grade realize higher prices, so eye appeal definitely plays a factor when it's time to sell (yeah, buy the coin, not the holder).

The first coin you posted isn't terribly attractive, but I don't hate it. I dislike the obverse a lot on the second coin, but the reverse is nice.

I don't think toning should be taking into consideration in grading because everyone has a different opinion of whether a given amoutn or type of toning is attractive or not. I have seen people rave over similar toning on US coin from the old double mint sets. Bas the grade on wear and marks. If you think the toning is nice pay more for the coin. If not pay less or pass. But don't raise or lower the grade because someone like the color.
