1960-P Small Date is the rarest of the major varieties.

I bought one. The guy that sold it to me had slabbed a bunch of these and I asked for a raw coin. He found about 1/2 a roll searching. (probably in a bag)
Which-1960-Lincoln-Cent-Variety-Is-The-Rarest-?
My coin was used for the "Searching Through Lincoln Cents publication". (page 200)

From what I understyand RPM-011 is the rarest, with only a couple found as far as I know

Very few collectors have this one. (I still don't)

The image in the RPM book (the orange one) shows a poor image, leading me to think it was just a damaged coin. But the die state of this image tells me that there were many struck. So they are probably in collections of unknown examples and not figure this one out.
