"Get back from proceed visit Europe", indicates this may actually be commemorating the visit to Europe, or, perhaps, his successful return from his European trip (What, did they think he wouldn't want to come back home again once he left?).
"Associate Professor 126" is presumably how the poor guy's translation program rendered the abbreviation for "Bangkok Era 126". Yep, I'm sticking with my date theory, even though this is ambiguous. I don't think they number their associate professors in Thailand.
