It's a large date. Notice how the inside tip of the 9 is squared off and pointing to the bottom of the 7 (the inside tip of the 9 is more pointed on the small date and points almost horizontally to the center of the 7)

Another "tell" is that the tops of all numbers in the date are horizontally aligned in the small date. On the large date, the top of the 7 is lower than the 9 and 0.

I do not think there is an Over Mint Mark (OMM) for 1970 Cents. Maybe a Re Punched Mint Mark (RPM). Better pics would be needed. Just looks like normal circulation damage to me.

It is a normal large date with a couple minor hits to the 7 and the mint mark.
