Looks like a die chip to me. Late stage die maybe? Note the crack from the a-n in canada as well the r in victoria.

Maybe a touch of extra wear in the top of the G in REGINA also....but it's an interesting C in CANADA..

You have an O2W-T5 as per Rob's 1890H & 1892 large cent study. Your coin shows strongly the expected die breaks on the C+A and N+A of Canada. Nice! Wish mine was as good as yours.
