I don't think so. Depending on the material, it could have been cut from a sheet or it is a magic trick prop.

I am almost certain that serial numbers that high denote this is originally part of a "sheet" of notes sold as a souvenir piece from the Bureau of Engraving and Printing. As such, someone purposely cut this note to appear as an error. In my opinion, it is not worth anything and can easily be sold by an immoral person as a legitimate error to an unsuspecting novice collector. As such, I would just keep this as an informative piece. Note that if you actually cut up the notes from those sheets correctly, then you can spend the notes as legal tender.

Well...that's weird. Clearly a deliberate miscut...the serial numbers are greater than 96000000.

Cut from a sheet by someone other than the BEP. In other words, it's a fake error.

It looks like the top and the right side were not cut perfectly. So yeah, cut out of a souvenir sheet. If it was a printing mistake, then the back should not be alined with the front.

It's a shame because the orginal sheet in its original form would have been worth more than face value.

People do weird stuff....it's a shame.
