I was wondering if there were any relatively inexpensive coins from Athens during the formation of a democracy. About 594-322 B.C. Are there any coins that match that?

Check V-coins you might get lucky and find what you are looking for under $400. Most coins from this period are not cheap.

Here is an ebay search for ancient Greek coins that I use when on the hunt. Not necessarily with the dates you want nor all from Athens, but definitely inexpensive. http://www.ebay.com/sch/Greek-450-B...LH_PrefLoc=2Most of these dealers I have not dealt with so buyer beware. Just post anything you are interested in in the ancients forum and I am sure someone, and more likely 3 or 4 of us, will jump in to help out.

Vcoins is a very safe option. $500 is a great budget. You should be able to pull in a nice Alexander the Great Tetradrachm for that. Honestly you will be able to pull in a pretty nice coin for maybe $300 if you look hard on ebay. If you just want to dip your toe in the ancients water, you will be able to snag a mediocre Alexander the Great Drachm for well under $100, often around $50 - $75 shipped. You could probably find a decent Athens Tetradrachm for that,  - sold at auction for about $500  - sold at auction for about $300 they can get pretty expensive in high grade however...  - about $6000

you can also possibly get one in better condition if it has flaws like test cuts or is struck off center   these ones sold for a little under 400 ea in the last year..

Just remember that while these are expensive, they aren't rare.
Treat it like a woman. No need to rush into one, take your time and find one you will want to have for the rest of your life.
Don't buy the first coin you see in budget.

If you look you'll find quite cheap deals. Heres one on sale right now for $110:  Of course, you can get more impressive issues than the Athenian owl - Alexandrian Tets are so plentiful that even high grade examples can be had for little money.
