Ssk means that your coin was reprocessed after being made, this was done to make it look new and shiny but destroyed the value....there was a problem with the plating or what ever it is they do to these and it caused what you see. If ssk is correct, then it is not an error as it was done after it was struck.
One of the "big" coin dealers on ebay includes one of these with every order for whatever odd reason. He has a few nice coins but I just hate getting these reprocessed steels "free".
