Just wondering if this is extreme enough to be considered an error?

Also looks like it's cut a little long. Put it adjacent to a regular one for comparison

Welcome to the forums!

If any piece of the design is missing/cut off, that is when I call it an error. This is just a case of bad centering.
Rest in Peace

You can look up error notes and see how far off they have to be in order to get a decent premium.

Agree. Close, perhaps, but whis would not be considered an error.

The technical term for off center is "out of register". It becomes valuable once it goes off the edge and the edge of the adjacent note shows at the other end.

It is usually caused by the sheet being miss-fed into the press.

Welcome!

The printing on the face and the back look like they are aligned with each other. That suggests more of a cutting misalignment that a printing misalignment. A printing misalignment would have either the face printing, the back printing, or the third printing out of alignment with the rest. But if all three printing passes are aligned, the cutting phase could still mis-cut the bills so that the margins are uneven. In the case of this particular note, not only are the margins uneven but the final width is uneven as well.

While anything short of a perfect print or a perfect cut could be considered an "error," a portion of the image would have to be missing for it to really be considered a collectible "error" with a premium, as Wheatback suggested.
