The printing on the face and the back look like they are aligned with each other. That suggests more of a cutting misalignment that a printing misalignment. A printing misalignment would have either the face printing, the back printing, or the third printing out of alignment with the rest. But if all three printing passes are aligned, the cutting phase could still mis-cut the bills so that the margins are uneven. In the case of this particular note, not only are the margins uneven but the final width is uneven as well.
While anything short of a perfect print or a perfect cut could be considered an "error," a portion of the image would have to be missing for it to really be considered a collectible "error" with a premium, as Wheatback suggested.
