Agrippa Pillar of the Community United States 663 Posts	Posted 08/16/2015 10:29 pm No, the two valleys in the flame make it reverse design #2. This is a business strike 1969 with a proof reverse. The regular business strike for 1969 should have a flat or plain flame. The two valleys didn't become a business strike design until 1971.
