Nice Capped Bust quarter.

I think it is straddling the VF/XF fence. It could go either way. The reverse appears to be XF.

I don't know this series well...have never even handled a bust quarter, so take anything I say with a giant grain of salt. I'm leaning toward XF, at least. The shoulder clasp is good, the eagle feathers are good, and detail lacking in the hair could mostly be due to strike issues. I'm a bit concerned about the "dirt" (or corrosion?) indicating a cleaning at some point in the past.

Taking the spots into account, I would call it choice VF(30-35) with a possible bump to EF if the spots came off with an acetone dunk.

Even if they don't come off, I don't think the spots are too big of a detractor for this issue(unless it is active corrosion) beacause these things are so darn hard to find in relatively undamaged VF-EF condition.
