What is the finish of the small dollars in the Annual Uncirculated Dollar Coin Sets considered to be? Do they have business strike finishes or satin finishes?

Satin.

They are mint set dollars without the other mint set coins.

Thanks for letting me know. I have a couple that are NGC graded and they are not marked SMS or Satin. They're just marked as being from the Annual Dollar Coin Sets. I found some more information in the link below.

Whether or not the SMS coins merit special attention is definitely debatable. No album has yet to distinguish them, but some will absolutely want/need both in order to feel like their collection is complete.

I thought about it for a while and then decided that I would collect both versions. I figure that if I can tell a difference in the finish regardless of packaging and condition (and it's not an error), then I'll collect it in the series. The newer brilliant finish in the mint sets is not distinguishable enough from the business strikes for me to collect them. I just consider them nicer business strikes.

I can usually tell the difference between the satin and normal business strike, so I respect your decision to collect them separately. It is especially easy to do if you are cutting up OGP sets.

What the mint calls brilliant finish is just what it was using before the satin finish. It is really difficult to tell the difference between it and a really good business strike, so I think you have made the right choice.
