I can not find this as an error for 1983 penny .. Can any one help me with information on this ?

There is a halo around Lincoln on the front and error on back

Your obverse halo seems to be some mint luster that was protected from circulation by the bust.

A Cud would represent the loss of metal from the die in that area . I agree with Coop that this is a Die attrition error which means the die at some point became off centered and slammed into the collar. As a resultthe die is dented in that area but not missing metal
