Maybe China? Yin/yang is typically associated with Chinese stuff, I think.

The inscription reads tai sui xing jun.

There are 60 years in the Chinese lunar year cycle and there is a "star god" or "star ruler", known as the tai sui xing jun, for each of the years.

For those who read Chinese, a more complete explanation can be found here.

Incidentally, this particular charm does not seem to be well executed.

The trigrams located at the 9 o'clock and 11 o'clock positions are the same (broken line at top with two unbroken lines below).

This duplication means that the trigram composed of three straight (unbroken) lines is missing.
