I reposted this because I got no response when I added to the original. I'm beginning to believe this is ms and that it is mint luster under the dirt.it is DDO beak eye and all the letters except (of) which I believe is a fs 102 the 101 has doubling only on the c and a. any opinions would be appreaciated.

Very well presented for an Eagle. Look at the fields underneath that stuff!

I can't go higher than MS-61 as Panzaldi also voted on account of the dirt; I'm not sure if there is a way to safely remove it.

Beautiful I would go MS 63. Send it in to PCGS or ANACS and have it conserved.
