Thanks guys. I'm pretty sure its an Rpm. Its kind of hard to see in the photo but it definitely has a split upper serrif.

Should I keep it in the Uncirculated Mint Set packaging or should I put it in a 2x2?

John1 is correct. It is not a RPM. It is from a damaged punch.
