After researching this coin, here's what I found out......
1. That is a SCRATCH on the obverse and NOT a die crack. Compare to any 1798 S-170 and NONE have this same scratch....here is another S-170 die state IV with absolutely no signs of that long obverse rim scratch at 4-6 O'Clock:

2. I knew I had seen this coin before and sure enough, this coin was from the Mervis collection and sold for $1,028.13 on Jan 10, 2014 as NGC-AU details Burnished:

IF I were you, I would try and get my money back on this.

It looks like a raised line to me therefore, I have to say die crack as well. If you look close, it goes from rim to rim almost as if a Retained Cud.

The "scratch" stops at each ribbon device and continues.

Zoom in close on that burnished Coin.

If you can show me even 1 other 1798 S-170 die state IV with that same "die crack" than I will agree. I am 100% certain it is a scratch.

g048- is correct its a scratch--- but a very fine one at that. I just wonder when I do receive the coin what the real deal is ? Yes iv seen the spotting and slight pittings here en there--. I just wonder about the Burnished comment --A bit harsh I think and I did see the picture taken of back then--looks really bad. So Illl receive the coin and see for my self whats up--. I'm still not shelling $5,000. or more here yet

Not sure if this is die state IV but:

This Coin has the exact same scratch.

I don't have a dog in this hunt, but fwiw, the line on the left side of the obverse that crosses the hair ribbon, is a crack. The fine line at 4 o'clock to 6 o'clock on the obverse rim is a scratch.

OK, I wasn't even looking at 4 to 6.

Let me check that out.

OK, it's so hairline without a loupe I can't tell from a picture.

Thank you ed.....I think we can now all agree that there is a "scratch" at 4 O'Clock to 6 O'Clock on the obverse rim..........
I would also be really scared of Heritage's description of this coin, "Cleaned and retoned with glossy high-points that may have been carefully smoothed."

And here I thought we were looking at the die crack and not 4-6 o'clock. I'm out. Sitting on fence now.
