You have what is called a partial front to back offset transfer.

It occurs when a press roller comes in contact with the wet ink on the printing plate. The ink on the plate is then transferred to the roller. When a sheet of paper then goes through the press the inked image on the roller is transferred to the backside of the paper. As subsequent sheets of paper are fed through the press the inked image gets weaker and weaker.

Usually the press operator will wipe the rollers with solvent to clean off the ink on the rollers following maintenance. If the roller is only partially wiped clean you end up with what you see... a partial offset transfer.

Value is in the 40 to 60$ retail range for a circulated partial offset 20$ like yours. A full offset transfer will bring considerably more....especially if uncirculated.
