Hello I found a 1989 Lincoln Penny no s but it looks like a proof to me can anybody verify this or give me a advice on it. Thank you

That is a normal business strike(circulating coinage) minted at Philadelphia, not a proof. Modern proofs are easily distinguishable from business strikes with the most obvious differences being polished fields and frosted devices, giving them a cameo appearance.
