Back in those days they used to overstike any old piece of copper into a 'new' one - I've got a similar type that has hints of a triple strike.
The 'old' coin was infact an emergency-issued copper coin denominated as 'SM' - Silvermynt - Silver coin, despite being copper. The 'new' piece is denominated as 'KM' - Kopparmynt - Copper coin. At this time these were two separate currencies, but all SM coins were infact not silver (lower denominations).
