It's year 7 so it might correlate to 1940. The first year should be 1934 but I am not too sure.

This is indeed year 7 of the reign of K'ang Te, or the year 1940.
K'ang Te was also the last emperor of China under the reign name Hsuan T'ung.
Bernardo Bertolucci made a film of his life: "The Last Emperor".
