Cant tell from the picture but if it is like 50% of all the others I've seen for that year, it is a "filled D", the result of a minor die chip which is very common.

It looks like a blob but it could be a D over an S mint mark, need cloer photo.

The mintmark is a typical filled mintmark along with some post mint damage. Has nothing to do with a D/S - there is no D/S known for 1979.
