I'm almost positive I know what this was used for and it wasn't a gear. The teeth are irregular, pointed, and far to soft to be useful as a mechanical gear. It's a horse spur. The reason I know this is because I inherited an old set of spurs from my grandfather and they did the same thing, but didn't carve teeth into it. I'll post a picture shortly....
