The quarter is very smooth on both sides and the edge all around is smoth and some what rounded, the edge is thinker than a normal quarter and smaller as seen how close the letters are to the edge.

I believe it's a Dryer Coin.

It's called a " Dryer Coin". Coins that get trapped in a dryer drums track will show this kind of wear, there are of course other ways this kind of wear can happen.
"Dipping" is not considered cleaning...

The typical distortion to the rims is not evident.
For the design details to become so weak, one would
expect severe rim roll-over.

Could this possible be a very weak trial strike or
some such alignment test strike.

I do not know, just inquiring.

No Doug... look where the device legends are relative to the rim, and also the deformation of denticles/beads. There is no photo of the edge, but the poster says it is smooth. The only way that could happen would be if the collar die was removed/disengaged, which would result in a broadstruck coin with a larger diameter than normal.

This coin has been manipulated, by either machine (dryer) or man (spooning).
