If I am not mistaken the placement of mint marks before to the 1990s could vary widely though there was a general target area. re-punching of the hand struck date creates the rpm.

I am not sure you can have a rpm past 1990 and your coin is a 1997-D? That being said double die could happen and does happen even on current year coins?

yes they stopped hand punching mint marks in 1990 I believe. if this was from before then, id think it was an rpm, but it can't be because it is a 97... lets wait for the experts

It is strike damage, created at the time of the strike, not from a doubled die. Also there are no RPM's after 1989.

It is Die Deterioration. The die is in the VLDS when your coin was struck. Not a RPM.

I was thinking Die Deterioration as well due to the really heavy flow lines I just could get my brain past the fact that it looked rotated.

If it were hub doubling (which coins after 1990 doubing on the mint mark would be as it is part of the design) they other devices on the coin would need to be hub doubled in the same direction.

That is not seen on this coin. So it is part of the break down of the die.
